JACOB MARCIANO
1947 - 2008

Joel J. Marciano was born on September 5, 1947,
in Pinamalayan, Or. Mindoro, the fourth child of Amado Marciano
and Asela Jacob. Joel (Sonny to his relatives and close friends)
spent his formative years in Mindoro and graduated Valedictorian
of his high school class in 1963. He gained full scholarship
at the Mapua Institute of Technology and finished his Bachelor
of Science in Electrical Engineering (BSEE) with honors (Silver
Medalist) in 1968.
From 1969 to 1973, Joel worked as Project/Field Engineer for
Philippine Airlines Communi-cations Engineering and Planning
Division. This stint with PAL started his would be life-long
career in the telecommunications industry. Looking for better
opportunities and bigger challenges to his career, he joined
Cardinal Electronics Corp. in 1973 but later on resigned as
President and General Manager in 1983 and founded Telecommunications
& Computer Technologies, Inc. (TCTI) during the same year
together with four (4) other incorporators. He served as President
and CEO of TCTI from the time it was established until his untimely
demise on May 9, 2008.
As a practicing Electronics and Communications Engineer
(ECE), Joel occupied several prestigious positions in both
the government and private sectors. These are:

- Member of the Board of Electronics and Communications
Engineering from 1989 to 1994 under the Professional Regulations
Commission.
- Arbitrator for the Construction Industry Arbitration Commission
under the Department of Trade and Industry
- Chairman and President of the Institute of Electronics
and Communications Engineers of the Philippines (IECEP)
from 1995 to 1996 and re-elected for a second term until
1997.
- Conferred ASEAN Engineer with Registry No. 306 by the
ASEAN Engineer Register Commission

Joel was a recipient of the following awards

- Most Outstanding Project Chairman of Las Pinas Jaycees
in 1984.
- Most Outstanding Alumni in the Field of ECE by the National
Association of Mapua Alumni (NAMA) in 1990.
- Most Outstanding ECE in the field of Communications by
the Institute of Electronics and Communications Engineers
of the Philippines in 1990 and 1993.
- Most Outstanding ECE by the Philippine Federation of Professional
Associations (PFPA) in 1993.
- Most Outstanding ECE by the Professional Regulations Commission
in 1995.
- Most Outstanding Oriental Mindoreno in the Field of Business
and Industry by the Oriental Mindoro Provincial Government
in 1997.
- Recipient of "IEEE Third Millenium Medal" for
valued services by the IEEE.
